Terrorists have arrived in New Mexico, killing news anchors, private citizens,  and politicians at will. Shannon and friends are hired by the White House to work the case. Things take a dramatic turn when it is revealed that prominent government officials are behind the attacks, to drum up business for the war machine. Lots of action, and some very unique tactics are utilized by the group.
