A teenage boy takes up with the wrong crowd and begins running wild on the streets of New York City.  His behavior degenerates from petty thefts and vandalism to much more serious crimes.  His frustrated parents believe that the only solution to save their son is to send him to live with his uncle.  The only problem is that this is the 1930s and the uncle lives in Germany.
 Seventeen year old Willie Kuhn is about is about to take up with the wrong crowd again.  This crowd, however, wears swastikas.
