Biographie de Dr. Joyce Starr

Dr. Joyce Starr is a foreign policy expert who "parachuted" into condo/HOA battles in 2003. Author of seven condo/HOA books/eBooks, she won a landmark condominium rights case in 2006. A former Board treasurer, she saved her Association over $50, 000 by renegotiating a major assessment loan in 2011 and led a landmark effort to ban smoking in condo units in 2012. Dr. Starr also undertook a two-year campaign to stop the use of Roundup on community property.
With 18 members voting, she won by a single, critical vote in 2020.
