Bay City, New Jersey has seen better days. Once a centre of coastal commerce, its docks sit empty, its factories idle, its business district a ghost town. It's the kind of blighted backwater that attracts criminals like a body draws blowflies. Bay City's newly-appointed mayor, the sharp-suited, deep-pocketed Rocco Nobile, may have earnest urban renewal on his mind, or he may be a frontman for organised crime.
Either way, in Bay City that puts him squarely in the sights of a gang of misguided vigilantes with a very twisted perspective on social justice. Fortunately for Nobile, secret government agency CURE has decided the mayor should survive .
